This project was an integrated response to a range of serious economic, social and environmental issues facing the township.

The Finley Town Concept Plan provides a staged approach which initially focuses on improving amenity for residents and enhancing the visitor experience. The second stage incorporates development of the rail reserve, Loco Dam Park, the town entries and the northern rest stop. The third stage outlines opportunities for Finley Lake and an iconic play element to replace the 'old wooden ship'.


To assist Council and the community to address these challenges, the Finley Landscape Concept Plan included:

  • Providing a more welcoming environment for pedestrians
  • Improving pedestrian connections
  • Welcoming rest stops
  • Improving the rail reserve and Loco Dam Park
  • Reinventing Finley Lake with new leisure opportunities for both children and adults
  • Planting more street trees throughout the town
  • Installing new town entry signs.
